I live in Canberra :) I checked out the What's On sites and you might like to take Miss BlueBelle to the Grand Party in the Park if you're around this Sunday: http://www.canberrakids.com.au/event/ (you'll have to scroll down). There's also Questacon, although you might want to check age levels for activities - and there is an awesome kids' playground in the suburb Kambah where my friends take their 2 year old regularly. I forgot to tell you that is the home of SPC (Shepparton Preserving company). They have an outlet store where you can buy bucket loadsof canned fruit for a fraction of what you pay in the store.
